I looked up Paint.Net and couldn't find a program at all, so I'm assuming you just mean the Paint program? You definitely can, you just have a lot less tools than other programs.

Or you're looking at just regular pixel art.
It's going to be a skill like any other form of art, but if you can master it you can rule the world!

I'm sorry for sounding extremely confusing but it shouldn't be a dot between "paint" and word "net". Just google paint net, and you should find it pretty easily.

Gotcha! You had put a dot in the first post which is where my confusion came from. My bad.
This software looks fantastic, but now I can't give you any advice on it. Sorry for taking up your time! ;)

I dunno what it is about those type of pictures...but since I have been a kid they have fascinated me and I love them so much hehe :)

I was pretty hopeless the first few times I tried Paint.Net, I had been using MS Paint and it just seemed too complicated and I couldn't figure out how to navigate between layers and backgrounds. I looked up tutorials on YouTube and found these very simple ones on a channel called Tech.n.Stuff, just start at the beginning and pay attention and work on Paint.net as you're watching the videos, it helps to do as you learn. Don't try to learn every single option, just learn what you need to learn to make some basic thumbnails, and then you can branch out from there. I went from no thumbnails to nice high-contrast eye-catching thumbs in no time!
